    African Union launches Africa Credit Rating Agency

    PORT LOUIS, MAURITIUS / RankWire.AI / – The African Union officially launched the Africa Credit Rating Agency, or AfCRA, in Mauritius on October 7. The new institution will focus on African sovereigns, companies and other issuers. AfCRA plans to provide independent credit assessments using African data, expertise and economic context. The launch took place in Port Louis during the second annual African Conference on Credit Ratings. Mauritius will host the agency’s headquarters as it develops its continental coverage.

    African Union launches Africa Credit Rating Agency
    AfCRA expands Africa-focused credit rating coverage for governments and businesses.

    The African Union first endorsed the creation of AfCRA in 2018. African finance and economic planning ministers backed the initiative again in Nairobi in July 2023. The African Peer Review Mechanism then led work on governance, methodology and the operating framework during 2024 and 2025. AfCRA now operates independently from that establishment process. The institution follows a private sector-driven and self-funded model. Its rules prohibit governments from owning shares in the organization.

    African Union Commission Chairperson Mahmoud Ali Youssouf joined Mauritian officials and institutional partners at the formal launch. Participants included Mauritius ministers Dhananjay Ramful and Jyoti Jeetun. Senior representatives from African and international institutions also attended. Youssouf said AfCRA should provide reliable and technically rigorous analysis of African economies and credit risk. He also stressed the importance of independence and global standards. The agency will complement existing international credit rating providers rather than replace them.

    Independent ratings built around African data

    AfCRA’s mandate covers sovereigns, sub-sovereigns, companies and financial institutions across Africa. Its stated objectives include improving transparency, closing information gaps and expanding market intelligence. The agency also aims to support better-informed investment decisions through evidence-based credit assessments. Its governance model blocks governments from holding equity. The structure includes safeguards covering transparency, credibility and conflicts of interest. The African Union says these measures support the institutional independence required for credible ratings and market confidence.

    The launch follows years of debate over how global credit markets assess African borrowers. African policymakers have raised concerns about information gaps and the treatment of local economic conditions. AfCRA adds another source of analysis to the credit rating system. The United Nations Economic Commission for Africa supported the development process with African financial institutions and other partners. The commission said the agency will add African data, knowledge and perspectives to assessments while complementing established international rating providers.

    Mauritius becomes base for continental rating agency

    Mauritius will serve as AfCRA’s headquarters because of its established financial sector and links with international markets. The African Union also cited the country’s regulatory environment and connectivity with African and global financial centers. Mauritian officials participated in the Port Louis launch. AfCRA will operate from the country while serving issuers across the continent. Its mandate covers credit ratings and related analysis for public and private sector borrowers seeking visibility in domestic and international financial markets.

    The launch moves AfCRA from an African Union-backed initiative into a functioning continental credit rating institution. Its creation adds an Africa-focused participant to the region’s financial architecture. The agency says it will base its assessments on independent analysis, regional data and technical expertise. It will evaluate creditworthiness across several categories of African issuers. The African Union has positioned AfCRA as an additional source of credit information for investors, lenders, governments and businesses active across African financial markets.
